Primary Outfall Rehabilitation Project

Blackburn Consulting provided full service construction management and inspections for the Primary Outfall Rehabilitation Project which consists of approximately 6.5 miles of both reinforced concrete pipe and concrete cylinder pipe, both in 60-inch diameter. The project site is predominantly on farm land with several road crossings and one river crossing at the Tuolumne River. Scheduling was critical as the rehabilitation plan is dependent on bypassing the existing line by using the Cannery-Segregation Pipeline during the off-season for the cannery. This line transports primary effluent from the Sutter Avenue Primary WWTP to the Jennings Road Secondary WWTP. The five methods of rehabilitation used on this project include: 

  • Profile Wall PVC Sliplining
  • RPMP Sliplining
  • HDPE Pipe Sliplining
  • Cured-in-Place Pipe Lining
  • Pressure Rated Cured-in-Place Pipe Lining
