Thomas Blackburn, PE, GE, owner
Mr. Blackburn founded BCI in 1998.  Not only is Tom a strong leader at BCI, he also provides strong leadership for the professional and local communities.  He leads with a solid work ethic and integrity.  Tom specializes in forensics and complex engineering projects. Licensed in California and Nevada, his 24-year track record and close relationships with clients and employees tell the story for Tom Blackburn. 
Robert Lokteff, PE, GE, owner
Mr. Lokteff is our West Sacramento office leader.  Bob has devoted his 19-year career to geotechnical engineering.  He is an excellent technical engineer.  Bob has completed large and small geotechnical assignments.  He specializes on bridges, infrastructure, Caltrans Foundation and Materials Reports for deep and shallow foundations, settlement studies, pavement design and landslides.
Jeffrey Patton, PE, owner
Mr. Patton serves as Director of Environmental Services at BCI.  He has 24 years of environmental and geotechnical engineering experience.  His environmental experience includes investigation and remediation of contaminated soil and groundwater, environmental site assessments (PSA’s or ISA’s), subsurface investigations, and, design and operation of remediation programs.
Patrick Fischer, PG, CEG, owner
Mr. Fischer serves as our Director of Engineering Geology.  He has 23 years of experience with geology and geotechnical studies.  His experience includes geotechnical and geologic studies for structures such as Caltrans reviewed interchanges, treatment plants, hospitals, schools, prisons, and geologic modeling for seismic impact and risk assessment and determination of earthquake loads.
Rick Sowers, PE, CEG, owner
Mr. Sowers provides geologic and geotechnical engineering utilizing his 32 years of experience in California, Nevada and Guam.  His extensive experience includes projects for bridge foundation investigations, major highway/interchange projects, buildings, dams, retaining walls, landslides, water tanks, pipelines, fault studies and timber harvest plans.  Rick also serves as an expert witness for litigation involving property damage, structure distress, slope stability and landsliding throughout Northern California.
Benjamin Crawford, PE, owner
Mr. Crawford is our Modesto office leader. As a Cal Poly graduate, with a concentration in both Geotechnical Engineering and Hydrology, he has provided geotechnical recommendations for roadways, bridges, schools, residential and commercials structures, water and communication towers, retaining walls, pipelines and airports. Ben has also managed both Caltrans design and construction projects in the Sacramento area.
