Mr. Blackburn founded BCI in 1998. Not only is Tom a strong leader at BCI, he also provides strong leadership for the professional and local communities. He leads with a solid work ethic and integrity. Tom specializes in forensics and complex engineering projects. Licensed in California and Nevada, his 26 year track record and close relationships with clients and employees tell the story for Tom Blackburn.
Robert Lokteff, PE, GE, owner
Mr. Lokteff is our West Sacramento office leader. Bob has devoted his 22 year career to geotechnical engineering. He is an excellent technical engineer. Bob has completed large and small geotechnical assignments. He specializes on bridges, infrastructure, Caltrans Foundation and Materials Reports for deep and shallow foundations, settlement studies, pavement design and landslides.
Jeffrey Patton, PE, owner
Mr. Patton serves as a licensed Civil Engineer with 28 years of geotechnical/geo-environmental experience. In addition to his focus on forensics, he is the director of environmental services. His broad base of geotechnical experience ranges from dams and landslides to foundation design input for single family residences. Mr. Patton's environmental experience includes investigation and remediation of contaminated soil and groundwater, environmental site assessments (PSAs or ISAs), subsurface investigations, and design and operation of large and small remediation programs. His broad base of experience allows him to be a leader in a variety of BCI's core business practices. 
Patrick Fischer, PG, CEG, owner
Mr. Fischer has 26 years of experience with geology and geotechnical studies. His experience includes geotechnical and geologic studies for structures such as Caltrans reviewed interchanges, treatment plants, hospitals, schools, prisons, and geologic modeling for seismic impact and risk assessment and determination of earthquake loads. |
